Quality Payment Program - Pathways and Potential Options for Clinicians during 2017 and Beyond

On October 14, 2016, CMS published the final rule that outlines its implementation of MACRA value-based payment reform starting in 2017. The new framework is called the Quality Payment Program (QPP). In 2017, clinicians and health care leaders must develop strategies to position their organizations for financial success under the new Quality Payment Program.

Beginning in 2017, CMS will start rewarding clinicians for delivering high-quality patient care through one of the two pathways: (1) payment of incentives for participation in Advanced Alternative Payment Models (Advanced APMs); or (2) application of a positive or negative adjustment pursuant to the clinician's performance under the new Merit-based Incentive Payment System (MIPS). CMS will also provide flexibility to clinicians by allowing them to pick their pace of participation. Through three flexible options to submit data under MIPS and a fourth option to join an Advanced APMs, CMS will not trigger a negative payment adjustment in 2019.
