The FY2018 SNF PPS final rule mentions value based purchasing (VBP) and its implications for skilled nursing facilities (SNFs) in the 2019. It builds on CMSâs commitment to shifting Medicare payments from volume to value. Beginning October 1, 2018 all Medicare rates will be cut by 2%, this money will go back to the value based incentive payment (VBIP) pool. SNFs must earn back the dollars cut under the 2% based on the SNF all-cause readmission measure (SNFRM).
