The newest, and apparently last, stage of criteria to demonstrate “Meaningful Use” (MU) of electronic health records is on the horizon. The recently proposed rules are expected to be finalized later this year. During this implementation period, providers need to evaluate whether their systems can achieve and document compliance with the new standards. For many providers, it may be necessary to seek an exemption or to opt out, understanding the potential financial consequences.
Another new set of rules also modify compliance timelines once again. These rules impact when providers migrate to a new stage and the choice of attestation periods year to year. They also modify some Stage 1 and 2 obligations in preparation for Stage 3.
CMS states that new Stage 3 will evaluate MU in a more simple and flexible way but providers must judge for themselves. The new standards claim to eliminate requirements that providers have complained are too difficult to reach or are obsolete. Further, Stage 3 appears focused on ensuring interoperability, patient communication and monitoring of outcomes, which are often weaknesses in electronic record systems.
